• Proclaims March 30, 2011, as Welcome Home Vietnam Veterans Day in Arkansas to honor Vietnam War veterans.

• Encourages Arkansas residents to observe the day with ceremonies and activities that provide overdue recognition and appreciation to Vietnam veterans.

• Acknowledges that more than 58,000 U.S. Armed Forces members died in Vietnam and over 300,000 were wounded, with peak troop levels reaching approximately 543,000 in 1969.

• Calls for promoting awareness of veterans' service and contributions, supporting community efforts to help veterans readjust to civilian life, and encouraging Vietnam veterans to assist younger veterans returning from Iraq and Afghanistan.

• Directs the Secretary of the Senate to provide a copy of the resolution to the Welcome Home Vietnam Veterans Day Organization upon adoption.
