Adopts comprehensive rules governing procedures, organization, and operations of the Arkansas Senate for the 88th General Assembly, including requirements for committee structure, bill processing, and member conduct.

Establishes Senate leadership positions (President, President Pro Tempore, Secretary, Sergeant at Arms) with defined duties and authority over chamber operations and procedures.

Creates committee system with 4 Class "A" committees, 4 Class "B" committees, 1 Class "C" committee, 6 Joint Committees, and 2 Select Committees (Rules and Efficiency); defines jurisdictions and membership selection by seniority rotation.

Defines daily order of business, calendar procedures, voting requirements (including roll call votes for final bill passage), motion precedence, and reconsideration processes.

Establishes Code of Ethics governing conflicts of interest, use of influence for personal gain, contracts with the state, and procedures for investigating and disciplining members; includes campaign contribution restrictions during legislative sessions.
