Authorizes transfer of $307,000 from the unobligated balance in the General Improvement Fund to the State Forestry Fund immediately upon passage and approval.

Funds 20 firefighting positions for the Arkansas Forestry Commission, including 3 foresters, 1 county forest ranger, 14 forest ranger II positions, and 2 auto/diesel mechanics.

Requires all disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration.

Declares an emergency clause making the act effective immediately upon passage and approval, citing essential operation needs for the agency.
