Appropriates $1,200,000 from the State Forestry Fund to the Arkansas Agriculture Department - Arkansas Forestry Commission for refunds and reimbursements to the Federal Government for fiscal year ending June 30, 2012.

Authorizes the Chief Fiscal Officer to transfer up to $1,200,000 from the Executive Discretionary Division of the 88th Session Projects Account of the General Improvement Fund to the State Forestry Fund if federal repayment is needed for loans, penalties, and interest.

Transfers $570,000 from the General Improvement Fund to the State Forestry Fund for restoration of 15 firefighting positions: 1 Telecommunications Specialist and 14 Forest Ranger II positions, all at Grade C114 salary level.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause making the act effective immediately upon passage and approval, citing constitutional restrictions on annual appropriations and the essential need for agency operations.
