Reappropriates $785,000 from the Rural Medical Clinic Revolving Loan Fund for loans and grants to communities and physicians for establishing medical clinics in rural areas, effective July 1, 2012.

Reappropriates $60,000 from the same fund for critical needs as determined by the Arkansas Department of Health, effective July 1, 2012.

Permits the State Board of Finance to supplement appropriations with grants, donations, Federal funds, and unobligated cash income, provided maintenance and general operations funds are not diverted to these purposes.

Requires all disbursements to comply with state purchasing laws, accounting procedures, revenue stabilization laws, and other applicable fiscal control regulations unless otherwise specified by law.

Declares an emergency clause to make the appropriations effective July 1, 2012, citing constitutional restrictions on multi-year appropriations and the need for immediate funding of essential governmental programs.
