Reappropriates $51,200 in unexpended balances from Sections 30 and 34 of Act 692 of 2011 to the Land Department, effective July 1, 2012.

Funds are payable from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Prohibits use of appropriated funds to exceed available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency clause to make the act effective July 1, 2012, citing constitutional limits on appropriations to one-year periods and the essential nature of immediate implementation.
