Reappropriates unspent balances of capital improvement appropriations to the Arkansas Science and Technology Authority from multiple 2011 acts, effective July 1, 2012, totaling approximately $74.5 million across 12 funding categories.

Section 1 reappropriates funds from the General Improvement Fund for research matching grants ($450,210), applied technology grants ($212,599), seed capital investments ($642,653), Arkansas Discovery Network ($100,000), Arkansas Acceleration Fund ($61,000,000), infrastructure technology ($250,000), and various research and business grants ($7.5 million combined).

Section 2 reappropriates $1,368,614 from the Arkansas Research Infrastructure Fund for grants supporting research, research infrastructure, and talented researchers.

Establishes disbursement controls requiring compliance with state purchasing laws, accounting procedures, and revenue stabilization laws, and restricts use of general operations funds for these appropriated purposes.

Declares an emergency effective July 1, 2012, citing constitutional limitations on appropriations to a single year and the need for uninterrupted agency operations.
