Reappropriates $10,010,562 in General Improvement Fund balances to the Department of Parks and Tourism, effective July 1, 2012, for computer equipment, printing press replacement, and park facility maintenance and renovation projects.

Reappropriates $539,900 in federal funds for construction of Mississippi River State Park facilities ($280,800) and airport infrastructure improvements at Petit Jean State Park Airport ($259,100).

Reappropriates $4,971,174 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned land, historic sites, buildings, and structures.

Restricts use of appropriated funds to State Treasury funds actually available and requires compliance with state purchasing, accounting, budgetary procedures, and revenue stabilization laws.

Establishes July 1, 2012 effective date as emergency to enable agency operations and declares the immediate effectiveness necessary for public peace, health, and safety.
