Reappropriates $14,390,377 from Act 85 of 2011 to the Arkansas Building Authority for maintenance, renovation, construction, acquisition, improvement, upgrade and repair projects on state-owned real property and facilities, effective July 1, 2012.

Reappropriates $25,000,000 from Act 541 of 2011 to the Arkansas Building Authority for the same maintenance and improvement purposes, effective July 1, 2012.

Reappropriates $5,857,154 from Act 85 of 2011 to the Arkansas Building Authority Maintenance Fund for critical maintenance of various state buildings, effective July 1, 2012.

Restricts contract awards and obligations to State Treasury funds actually available, while allowing institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2012, stating that the appropriations are essential to agency operations and that any delay could harm proper administration of governmental programs.
