AR HB1014

Reappropriates the balance of capital improvement appropriations for the Department of Veterans' Affairs from the Military Funeral Honors Fund, not to exceed $100,000, effective July 1, 2012.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Restricts use of Maintenance and General Operations funds to their designated purposes and prohibits their use for the appropriations in this act.

Requires that all funds disbursed comply with the stated reasons for adoption as documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Declares an emergency effective July 1, 2012, citing the constitutional one-year appropriation limit and the necessity for immediate funding to ensure proper agency operations.
