Reappropriates $50,000 from the General Improvement Fund for emergency services providers grants, effective July 1, 2012, for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Reappropriates $1,500,000 from the Federal Surplus Property Fund for renovation of the Federal Surplus Property Warehouse, effective July 1, 2012.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2012, due to constitutional restrictions on appropriations beyond one year and the need for continuous agency operations.
