Reappropriates $4,000,000 in General Improvement Fund balance to the Arkansas Natural Resources Commission effective July 1, 2012, for updating the statewide water plan.

Authorized uses of funds include construction, repairs, equipment purchases, land acquisition, administrative costs, professional fees and services, and grants or loans related to the statewide water plan update.

Permits the Commission to accept grants, donations, and Federal funds to supplement state treasury funds, but prohibits using maintenance and operations appropriations for these capital improvement purposes.

Requires strict compliance with all applicable state purchasing, accounting, budgetary, and fiscal control laws and regulations unless specifically exempted by law.

Declares an emergency effective July 1, 2012, citing constitutional restrictions on annual appropriations and the essential need for continuity of agency operations.
