Funds are payable from the Crime Information System Fund and cannot exceed available State Treasury funds, though agencies may supplement with grants, donations, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Declares an emergency effective July 1, 2012 to ensure immediate operation of the agency, citing the constitutional prohibition on appropriations exceeding one year.
