Reappropriates $13,000,000 from the General Improvement Fund for lease payments and debt service on correctional facilities at Malvern and Newport, effective July 1, 2012.

Reappropriates $6,000,000 from the General Improvement Fund for maintenance, renovation, construction, and repair of Department of Correction real property and facilities, effective July 1, 2012.

Reappropriates $1,157,500 from the General Improvement Fund and $1,157,500 from the Farm Fund for various farm projects and operations, effective July 1, 2012.

Reappropriates $750,000 from the Prison Industry Fund for Janitorial Products Division Expansion and $702,862 for various industry projects, effective July 1, 2012.

Prohibits contracts exceeding available State Treasury funds and requires compliance with state purchasing and fiscal control laws; declares an emergency effective date of July 1, 2012.
