Reappropriates $43,818 in capital improvement funds to Riverside Vocational Technical School effective July 1, 2012, from balances in Act 88 of 2011.

Funds are designated for construction, renovation, major maintenance, and equipment purchases for various capital projects and facility improvements.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income, but may not use Maintenance and General Operations appropriations for these capital purposes.

All disbursements must comply with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations unless otherwise specified by law.

Declares an emergency clause making the act effective July 1, 2012, as required by the Arkansas Constitution's one-year appropriation limit.
