Establishes a maximum of 3 regular employees for the State Board of Barber Examiners for fiscal year 2012-2013: one secretary (Grade C123), one inspector (Grade C114), and one administrative specialist III (Grade C112)

Authorizes up to 2 temporary or part-time employees ("Extra Help") at pay rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $254,812 total for fiscal year 2012-2013, including $150,525 for regular salaries, $10,802 for extra help, $44,285 for personal services matching, and $49,200 for maintenance and general operations

Requires the State Board of Barber Examiners to request legal services from the Arkansas Attorney General before employing private legal counsel, unless the Attorney General certifies insufficient personnel are available

Declares an emergency effective July 1, 2012 to ensure the agency can operate during the 2012-2013 fiscal year
