Establishes maximum of 82 regular employees for Arkansas Public Employees Retirement System (APERS) for fiscal year 2012-2013, with APERS Director salary at $171,384 and Deputy Director at $109,590.

Authorizes up to 6 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $127,041,282 for APERS operations including $3,608,406 regular salaries, $1,124,258 personal services matching, $1,607,473 operational expenses, $5,583,645 professional fees, and $75,000,000 refunds/reimbursements.

Appropriates $425,000,000 for APERS cash benefits and separate appropriations for State Police Retirement System ($30,343,560 operations, $30,000,000 benefits) and Judicial Retirement System ($9,163,389 operations, $20,000,000 benefits).

Allows transfers not exceeding $30,157 from Judges Retirement Fund and $50,158 from State Police Retirement Fund to APERS Fund for administration costs, effective July 1, 2012 through June 30, 2013.
