Establishes maximum of 10 regular employees for the State Board of Pharmacy for fiscal year 2012-2013, including 1 Director (Grade N918), 1 Assistant Director (Grade N914), 3 Registered Pharmacists (Grade N911), and 5 administrative/fiscal positions.

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,399,481 for cash operations including $757,520 for regular salaries, $196,882 for personal services matching, $333,859 for operational expenses, $17,220 for conferences and travel, $25,000 for professional fees, $3,000 for refunds/reimbursements, and $50,000 for the Impaired Pharmacist Program.

Appropriates $50,000 for pharmacy student loans to be transferred to the University of Arkansas for Medical Sciences - College of Pharmacy, with Director authority to request additional warrant transfers up to $50,000 if needed during the fiscal year.

Effective July 1, 2012, and includes standard provisions requiring compliance with state procurement law, accounting procedures, and attorney general certification for legal services.
