Establishes 13 maximum regular employees for the Division of Racing for fiscal year 2012-2013, including positions such as dog racing veterinarian, racing commission manager, horse racing supervisor, and veterinarian assistants.

Authorizes up to 27 part-time or temporary "Extra Help" employees for the Division of Racing, payable at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,341,330 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $642,884 for regular salaries, $210,000 for extra help, and operational costs.

Appropriates an additional $135,000 from cash funds for operating expenses associated with license applications for employees at Oaklawn and Southland Parks.

Authorizes specific extra help positions for horse racing and dog racing with designated hourly rates and maximum employee counts, effective July 1, 2012 through June 30, 2013.
