Appropriates $1,296 to the Arkansas State Board of Registration for Professional Soil Classifiers for operating expenses in fiscal year 2012-2013, payable from cash funds.

Funds allocated solely to operational expenses; no appropriations for conferences and travel, professional fees, capital outlay, or data processing.

Prohibits use of appropriated funds for attorney services unless the Attorney General provides services or certifies in writing that the agency may employ legal counsel.

Requires all fund disbursement to comply with state procurement laws, accounting procedures, revenue stabilization law, salary procedures, and Department of Finance and Administration regulations.

Effective July 1, 2012 as an emergency measure necessary for continued agency operations.
