Appropriates $1,145,462 to the Arkansas State Board of Public Accountancy for fiscal year ending June 30, 2013, payable from cash funds as defined by Arkansas Code 19-4-801.

Establishes maximum of 9 regular employees including an Executive Director, Investigator, Information Technology Manager, Fiscal Officer/CPE Coordinator, Administrative Specialist III, Administrative Assistant/Licensing Specialist, Credentialing Coordinator/Exam, and 2 Credentialing Assistants.

Authorizes up to 1 part-time or temporary employee ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Attorney General's Office before employing private attorneys; authorizes private legal counsel only with written certification from the Attorney General.

Effective July 1, 2012, with an emergency clause declaring the appropriation essential for the agency's operation and immediate preservation of public peace, health, and safety.
