Appropriates $137,623 from cash funds to the Board of Examiners in Speech-Language Pathology and Audiology for the fiscal year ending June 30, 2013, including regular salaries, extra help, and operating expenses.

Establishes one full-time Audiology Office Manager position (Grade C116) with a salary of $52,472 and authorizes one temporary or part-time employee at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Allocates $47,516 for operating expenses, $3,250 for conferences and travel, $12,800 for professional fees, $6,000 for extra help, and $15,585 for personal services matching.

Requires the Board to contract with an outside investigator to perform investigations and inspections of complaints regarding professionals who endanger public health and welfare or violate practice act rules and regulations.

Declares an emergency effective July 1, 2012 to ensure the agency's operation and compliance with State appropriation procedures and fiscal control laws.
