Establishes one regular employee position for the Veterinary Medical Examining Board for fiscal year 2012-2013: a Veterinary Board Executive Secretary at Grade C120 salary level.

Authorizes up to three temporary or part-time "Extra Help" employees as needed, with pay rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $118,012 from the Veterinary Examiners Board Fund for fiscal year 2012-2013, including $61,276 for regular salaries, $9,775 for extra help, $17,412 for personal services matching, and $31,549 for maintenance, general operations, conferences, travel, professional fees, and rent/member reimbursement.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Takes effect July 1, 2012, with an emergency clause declaring immediate effectiveness necessary for essential governmental operations.
