Establishes a maximum of 4 regular employees for the Martin Luther King, Jr. Commission for fiscal year 2012-2013, including an Executive Director, Business Operations Specialist, and two Administrative Specialists.

Appropriates $248,582 from the Miscellaneous Agencies Fund for regular salaries ($151,841), personal services matching ($53,856), and maintenance and general operations ($42,585 for operating expenses and $300 for conference and travel).

Appropriates an additional $61,522 from the cash fund for extra help ($15,900), personal services matching ($1,698), operating expenses ($38,924), conference and travel ($2,000), and professional fees ($3,000).

Authorizes up to 4 temporary or part-time employees ("Extra Help") for the 2012-2013 fiscal year at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Declares an emergency clause making the act effective July 1, 2012, citing the constitutional requirement that appropriations cover only one-year periods and the essential nature of timely funding for agency operations.
