Appropriates $97,261 to the Arkansas Cemetery Board for fiscal year ending June 30, 2013, comprised of $2,100 for regular salaries, $161 for personal services matching, $69,000 for operating expenses, and $26,000 for loans.

Prohibits use of appropriated funds for attorney services unless the agency first requests legal services from the Attorney General, who may authorize private counsel employment only with written certification of necessity.

Requires all fund disbursement to comply with state procurement law, accounting and budgetary procedures law, revenue stabilization law, regular salary procedures restrictions, and regulations from the Department of Finance and Administration.

Makes the act effective July 1, 2012, declaring an emergency due to constitutional restrictions on multi-year appropriations and the necessity for continuous agency operations.
