Appropriates $2,798,624 from the Miscellaneous Agencies Fund Account for the Arkansas Spinal Cord Commission's personal services and operating expenses for fiscal year 2012-2013

Authorizes a maximum of 25 regular employees including 1 Executive Director at $77,567 annually, 7 Certified Vocational Rehabilitation Counselors, 7 Rehabilitation Counselors, and supporting administrative staff at specified grade levels

Appropriates $34,500 from federal funds and $35,000 from cash funds for the Commission's operating expenses during fiscal year 2012-2013

Allows the Commission to transfer any savings made in state appropriations to the Spinal Treatment Program with approval from the Department of Finance and Administration

Makes the act effective July 1, 2012 and declares an emergency to ensure the agency can operate immediately at the start of the fiscal year
