Appropriates $1,503,688,199 for the Arkansas State Highway and Transportation Department for fiscal year 2012-2013, including $182,497,469 for regular salaries and $869,860,000 for capital outlay.

Establishes a maximum of 4,834 regular employees with specific salary levels ranging from $29,130 (Salary Level I) to $166,971 (Director of Highways and Transportation).

Appropriates $34,000,000 from the State Aid Road Fund for construction and improvement of roads on the State Aid Road System and $4,600,000 from the Arkansas Public Transit Trust Fund for public transportation programs.

Authorizes the Arkansas Highway Commission to transfer savings between salary and operational budget items with approval from the Arkansas Legislative Council or Joint Budget Committee, and to reimburse employees up to $50 annually for vehicle liability insurance premiums.
