Appropriates $66,390,892 to the Department of Finance and Administration - Office of Child Support Enforcement for fiscal year 2012-2013, payable from the Child Support Enforcement Fund.

Establishes maximum of 876 regular employees across 34 job classifications, including 303 DFA Service Representatives, 260 Child Support Specialists I, 71 Legal Support Specialists, and various administrative and management positions.

Authorizes up to 15 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act, with reporting required if employment exceeds 7 months.

Appropriates funds for regular salaries ($29,644,529), extra help ($100,000), personal services matching ($10,112,226), maintenance and general operations ($14,685,654), and data processing and equipment ($11,348,483).

Declares emergency clause with effective date of July 1, 2012, citing Constitutional restrictions on one-year appropriations and necessity for immediate agency operations.
