Appropriates $1,200,000 to the Arkansas Corn and Grain Sorghum Promotion Board for fiscal year ending June 30, 2013, payable from the Corn and Grain Sorghum Promotion Board Fund.

Allocates $25,000 for maintenance and general operations expenses and $1,175,000 for research and development expenses.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations of the Department of Finance and Administration.

Directs that funds be used in accordance with stated reasons documented in budget manuals, agency requests, and legislative council minutes.

Effective July 1, 2012 with emergency clause to ensure agency operations are not disrupted.
