Establishes maximum of 3 regular employees for the Arkansas Manufactured Home Commission for fiscal year 2012-2013, including one director (Grade C124), one housing specialist supervisor (Grade C116), and one housing specialist (Grade C114)

Appropriates $283,985 from the Manufactured Home Standards Fund for personal services and operating expenses, including $157,454 in regular salaries, $49,943 in personal services matching, and $76,588 in maintenance and general operations costs

Appropriates $215,000 from the Manufactured Housing Recovery Fund for investments and claims, including $30,000 for maintenance and general operations, $50,000 for refunds and reimbursements, and $135,000 for claims

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, salary procedures, and regulations from the Department of Finance and Administration

Declares an emergency effective July 1, 2012, to ensure the Commission can operate without interruption for the 2012-2013 fiscal year
