Establishes one position of Abstractors Board Secretary General at Grade C107 salary level.

Allocates funds as follows: Regular Salaries $7,977, Personal Services Matching $6,288, Operating Expense $12,567, Professional Fees $25,000, Conference & Travel $0, Capital Outlay $0, Data Processing $0.

Restricts professional fees appropriation to contracting independent or private investigators for investigative tasks; prohibits Abstracter Board members from acting as investigators.

Act becomes effective July 1, 2012 and is declared an emergency measure necessary for agency operations.
