Establishes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2012-2013, including positions such as Mansion Administrator ($89,185), Special Assistant II ($65,774), and Management Special Assistants ($61,059 each).

Authorizes up to 4 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,083,148 from the State Central Services Fund for personal services and operating expenses, including $550,647 for regular salaries, $158,671 for personal services matching, and $301,330 for mansion expenses.

Appropriates $500,000 from a designated cash fund for expenses related to the Governor's Mansion, Grand Hall, and grounds.

Permits the agency to transfer appropriations between regular salaries and personal services matching line items to mansion expense with approval from the Chief Fiscal Officer and Arkansas Legislative Council review; effective July 1, 2012 through June 30, 2013.
