Establishes maximum of 530 regular employees for Department of Career Education - Arkansas Rehabilitation Services for fiscal year 2012-2013, with regular salaries of $20,813,276

Authorizes 19 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates total of $58,724,450 for Operations including regular salaries, extra help, personal services matching, operating expenses, professional fees, rehabilitation grants, contract services, and funding for Arkansas Kidney Disease Commission

Appropriates additional funds for specialized programs: Increasing Capabilities Access Network ($298,690), Statewide Disability Telecommunication Equipment Program ($519,524), People with Disabilities Program ($45,000), Technology Equipment Revolving Loan Program ($1,580,000), and Cash Operations ($863,400)

Authorizes waiver of continuing professional education requirements to allow college-level coursework for eligible employees and establishes Forgiveness of Student Loan Program for counselors with maximum payments of $2,000 per year or $10,000 per employee, funded up to $80,000 annually
