Authorizes 18 temporary or part-time employees ("Extra Help") to be hired as needed at rates consistent with the Uniform Classification and Compensation Act

Appropriates $3,000,000 for Meals on Wheels transportation services, $70,000 for Arkansas Senior Olympics matching funds, and $20,000 for Ms. Senior Pageant expenses
