Establishes maximum of 1,882 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2012-2013, with positions ranging from General Physicians (Grade N916) to Administrative Specialist I (Grade C106).

Appropriates $127,025,429 for regular salaries ($66,162,827), extra help ($234,052), personal services matching ($22,665,088), overtime ($25,000), operating expenses ($22,818,816), conferences and travel ($178,831), professional fees ($9,906,249), data processing services ($4,981,064), and capital outlay ($1,800).

Appropriates additional funds from various sources: $274,086 from cash funds for commodity distribution and salvage container operations; $51,916,528 in federal grants including Low Income Energy Assistance Program ($39,735,151) and Weatherization Program ($8,000,000); $34,003,040 for TANF Block Grant ($24,565,650) and Community Service Block Grant ($9,437,390); and $995,113 for Hunger Coalition grants.

Authorizes up to 37 part-time or temporary employees ("Extra Help") as needed, with ability to exceed normal hour limits during state or federal disaster declarations.

Permits Chief Fiscal Officer to approve transfer of up to $3,640,650 in State General Revenue from Department of Workforce Services to support TANF programs, effective July 1, 2012 through June 30, 2013.
