Appropriates $588,509 from Miscellaneous Agencies Fund Account for personal services and operating expenses, consisting of $366,663 regular salaries, $105,786 personal services matching, and $116,060 in maintenance and general operations.

Appropriates $6,340,000 from Miscellaneous Agencies Fund Account for election expenses covering state and county election commissions for primary and special elections.

Appropriates $1,600,000 from Judicial Filing Fee Fund for nonpartisan judicial general election expenses.

Permits unexpended election expense balances to carry forward to next fiscal year under specified conditions including written justification and reporting to the Arkansas Legislative Council or Joint Budget Committee.
