Appropriates $606,538 from the State Central Services Fund for the Arkansas State Claims Commission's personal services and operating expenses for fiscal year 2012-2013, including $372,128 for regular salaries and $139,020 for personal services matching.

Establishes a maximum of 10 regular employees for the commission, including 5 Claims Commissioners at $27,195 annually, 1 Claims Commission Director, 1 Administrative Analyst, and 3 Administrative Specialists II.

Appropriates $1,750,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of police officers, firefighters, and correctional officers killed in the line of duty, as well as for small controversial and non-controversial claims.

Requires the State Claims Commission Clerk to process employment compensation claim awards through the State Mechanized Payroll System by notifying affected state agencies rather than distributing warrants directly.

Takes effect July 1, 2012, with emergency clause declaring immediate effectiveness essential to agency operations.
