Establishes maximum of 762 regular employees for the State Military Department for fiscal year 2012-2013, with the Adjutant General position paying $114,061 annually and other positions assigned to compensation grades ranging from C103 to N901.

Authorizes up to 133 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,817,214 for general operations including regular salaries ($3,828,833), personal services matching ($1,325,681), maintenance and operations ($2,525,000), and other expenses.

Appropriates additional funds for specialized programs: Youth Challenge Program ($3,361,301), Civilian Student Training ($3,388,803), Military Call-Up and Court Martial ($2,003,000), Fort Chaffee ($17,710,134), Federal Training Site ($20,865,404), and Federal Training Site Grant ($42,996,044).

Act becomes effective July 1, 2012 and contains emergency clause declaring immediate operation essential to agency function; includes restrictions limiting "Extra Help" employees to 85% of comparable position salary and 1,800 hours annually.
