Appropriates $1,200,000 to the Arkansas Agriculture Department - State Forestry Commission for refunds and reimbursements for fiscal year 2011-2012, supplementing Act 1076 of 2011.

Authorizes the Chief Fiscal Officer to determine the amount needed for repayment of loans, penalties, and interest owed to the Federal Government, subject to Legislative Council or Joint Budget Committee approval.

Requires transfer of approved funds (not to exceed $1,200,000) from the General Improvement Fund to the State Forestry Fund.

Makes the bill subject to all state fiscal control laws including the State Procurement Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law.

Declares an emergency clause to take effect immediately upon passage and approval due to insufficient funds for the Agriculture Department to continue essential governmental services.
