Establishes a maximum of 36 regular employees for Riverside Vocational Technical School for fiscal year 2012-2013, including 1 Technical Institute Director, 3 Assistant Directors, 5 Specialized Technical Faculty, and 23 Career & Technical Faculty positions.

Appropriates $2,278,757 from the Riverside Vocational Technical School Fund for regular salaries ($1,562,290), personal services matching ($520,160), and maintenance/general operations including operating expenses ($190,807), conferences and travel ($4,000), and professional fees ($1,500).

Appropriates $76,647 for the Plumbing Apprenticeship Program, comprised of regular salaries ($58,659) and personal services matching ($17,988).

Appropriates $265,000 in federal funds for Workplace Training, including operating expenses ($15,000) and workplace and community training grants ($250,000).

Exempts part-time faculty positions from state employee insurance trust fund contributions unless utilized for more than 1,000 hours per year, effective July 1, 2012 through June 30, 2013; Act becomes effective July 1, 2012 under emergency clause.
