Establishes a maximum of 65 regular employees for Northwest Technical Institute for fiscal year 2012-2013, with positions ranging from Technical Institute Director (Grade N902) to Administrative Specialist II (Grade C109).

Authorizes up to 107 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,446,548 in state funds, $172,838 in federal funds, and $2,525,455 in cash funds for personal services, operating expenses, and other costs for the 2012-2013 fiscal year, totaling $7,144,841.

Establishes restrictions on part-time faculty state insurance contributions (only required if position exceeds 1,000 hours annually), additional teaching compensation up to $50 per clock hour or $550 per semester hour, and extra help employees limited to 85% of comparable position salary and 1,400 hours per fiscal year.

Declares the act effective July 1, 2012 as an emergency measure essential to the institute's operation.
