Appropriates $99,174,925 to the Department of Finance and Administration - Revenue Services Division for fiscal year 2012-2013, including $53,537,312 for regular salaries and $17,942,038 for personal services matching.

Establishes maximum of 1,506 regular employees across 49 classified positions ranging from Grade C103 to Grade N912, plus authorizes up to 221 temporary or part-time "Extra Help" employees.

Appropriates additional funds for specific tax programs: $1,794,960 for Commercial Driver License Program, $680,000,000 for individual income tax and property tax rebates, $200,000,000 for corporate income tax refunds, and $1,500,000 for gasoline tax refunds.

Authorizes the Department Director to transfer funds between refund line items and employ up to one certified law enforcement officer; establishes 50 contingent data entry positions that may be activated after Legislative Council review.

Takes effect July 1, 2012 with emergency clause, requiring compliance with state procurement, accounting, and fiscal control laws.
