Appropriates $120,000 to the Department of Higher Education from the Higher Education Grants Fund Account for the fiscal year ending June 30, 2013.

Funds support forgivable tuition loans for eligible Arkansas students attending out-of-state veterinary medicine schools who practice food supply veterinary medicine in the State.

Disbursement of funds must comply with state procurement laws, accounting procedures, revenue stabilization laws, and regulations from the Department of Finance and Administration.

Funds must be used in accordance with stated reasons documented in budget manuals, agency requests, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Act becomes effective July 1, 2012, with an emergency clause declaring immediate effectiveness necessary for agency operations.
