Appropriates $3,934,588 in state funds to Crowley's Ridge Technical Institute for fiscal year 2012-2013, including $2,249,522 for regular salaries, $226,379 for extra help, and $739,792 for personal services matching.

Authorizes a maximum of 57 regular employees across various positions ranging from Technical Institute Director (Grade N902) to Maintenance Assistant (Grade C108), plus up to 76 part-time or temporary "Extra Help" employees.

Appropriates $107,848 in federal funds and $1,328,778 in cash funds for the same fiscal year for personal services and operating expenses.

Restricts "Extra Help" employees to earning no more than 85% of the maximum annual salary for comparable positions and limits employment to 1,400 hours per fiscal year.

Effective July 1, 2012, with an emergency clause declaring immediate effectiveness necessary for proper operation of the agency and essential governmental programs.
