Appropriates $102,837,504 from the Department of Information Systems Revolving Fund for personal services and operating expenses for fiscal year 2012-2013, including $16,381,745 for regular salaries and $58,450,929 for telecom/technology delivery.

Establishes a maximum of 257 regular employees for the Department of Information Systems with specific salary ranges, from DIS Director at $137,052 to Administrative Specialist II positions at Grade C109.

Authorizes 18 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $20,000,000 for unanticipated services to state agencies, unusual application growth, or uncontrollable increases in utility payments, subject to Governor and Chief Fiscal Officer approval.

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements.

Requires the Director to submit quarterly reports to the Arkansas Legislative Council and Joint Committee on Advanced Communications and Information Technology detailing requests for technology advice from state agencies.

Declares an emergency effective July 1, 2012 to ensure continuity of the Department's operations.
