Appropriates $8,101,000 to the Arkansas Soybean Promotion Board for the fiscal year ending June 30, 2013, payable from the Soybean Promotion Fund.

Allocates $30,000 for operating expenses, $1,000 for professional fees, and $8,070,000 for research and development activities.

Requires all fund disbursement to comply with state procurement laws, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.

Directs funds to be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and official minutes.
