Appropriates $11,407,326 in state operations funding for Arkansas School for the Deaf for fiscal year 2012-2013, including $6,185,043 for regular salaries and $2,183,478 for personal services matching.

Authorizes 170 maximum regular employees across 49 classifications, ranging from Deaf School Superintendent at $95,184 annually to various support staff positions, plus 55 temporary/part-time employees.

Appropriates additional $956,145 in federal operations funding and $442,136 in cash operations funding for the school.

Establishes special provisions for summer school compensation (up to 1/12 annual salary per month), shift differentials, special allowances for additional duties (up to $3,500 per school term), and teacher salary equity with Central Arkansas public school systems.

Takes effect July 1, 2012 with emergency clause due to constitutional requirement that appropriations cannot exceed one-year periods.
