Appropriates $5,190,737 from state operations funds and $21,983,623 from cash funds to Cossatot Community College of the University of Arkansas for fiscal year ending June 30, 2013.

Establishes maximum of 207 regular employees including administrative, classified, and academic positions with specified salary ranges from $57,309 to $141,461 annually.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act or successor rates.

Identifies six high-priority initiatives including recruitment of underserved populations, development of viable programs, community industry partnerships, K-12 concurrent enrollment relationships, remedial education improvements, and campus facility expansion.

Declares an emergency effective July 1, 2012 to ensure continuous operation of the college during the fiscal year.
