Establishes a maximum of 307 regular employees for Arkansas Northeastern College for fiscal year 2012-2013, with positions ranging from President ($141,461) to various administrative, classified, and academic staff at specified salary rates.

Authorizes up to 521 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $10,012,783 from the Arkansas Northeastern College Fund for state operations, including $7,800,000 for regular salaries, $1,800,000 for personal service matching, and $412,783 for maintenance, operations, and contingency.
