Establishes maximum of 1,034 regular employees for Northwest Arkansas Community College for fiscal year 2012-2013, with salary ranges from $38,092 for part-time faculty to $141,461 for the President.

Authorizes up to 360 additional temporary or part-time employees ("Extra Help") to be paid at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $16,561,069 from the Northwest Arkansas Community College Fund for regular salaries.

Appropriates $198,125,000 from cash funds for personal services and operating expenses, including $47,000,000 for regular salaries, $2,500,000 for extra help, $22,000,000 for personal service matching, $72,000,000 for operational expenses, $4,000,000 for professional fees, $4,200,000 for capital outlay, $41,000,000 for capital improvements, $3,450,000 for debt service, and $475,000 for overtime.

Effective July 1, 2012, with emergency clause declaring the funding essential for agency operations.
